Delhi unveils new EV Policy framework to accelerate electric mobility and clean air

The Delhi government has finalized a comprehensive Electric Vehicle (EV) policy framework that is set to be rolled out in the next financial year, aiming to boost EV adoption, modernize urban transport, and tackle the capital’s persistent air-pollution challenge. The announcement came from Chief Minister Rekha Gupta, who highlighted the state’s commitment to cleaner mobility and environmental sustainability.
Under the proposed policy, Delhi plans to introduce financial incentives and subsidies designed to bridge the cost gap between traditional internal combustion engine (ICE) vehicles and EVs. Alongside continuing existing waivers on road tax and registration fees, the government is exploring additional support mechanisms such as purchase subsidies and scrappage benefits for owners who trade in their old petrol or diesel vehicles for electric alternatives.
Another cornerstone of the new framework is the rapid expansion of EV charging infrastructure throughout the city including in residential areas and neighbourhoods to address a major hurdle in EV adoption. This includes plans for neighbourhood charging stations, streamlined approvals for charging installations, and provisions for battery-swapping facilities to reduce range anxiety among EV users.
The policy is designed not only to support private EV buyers but also to incentivize commercial fleets and public transport operators to transition to electric vehicles, thereby reducing emissions across Delhi’s highly congested roads. By encouraging the phasing out of older, high-polluting vehicles and making EVs more affordable and accessible, the government aims to significantly reduce particulate matter levels (PM2.5 and PM10) and improve overall air quality.
Before final implementation, the draft framework will undergo consultations with key stakeholders—including power distribution companies, auto manufacturers, scrap dealers, and the public—to refine incentives and infrastructure deployment. With this measured yet ambitious approach, Delhi is positioning itself to lead India’s transition toward sustainable urban mobility while delivering tangible benefits to residents and the environment.
