Electric vehicle charging infrastructure in India is poised for a major expansion after V-GREEN the global charging arm backed by VinFast and Hindustan Petroleum Corporation Ltd (HPCL) signed a strategic partnership to deploy EV charging stations across the country using HPCL’s extensive fuel station footprint.
Under the agreement announced in late December 2025, V-GREEN will leverage HPCL’s network of over 24,400 retail fuel outlets, integrating electric vehicle charging facilities (EVCS) at select sites nationwide. HPCL already operates more than 5,300 EV charging stations under its HP e-Charge brand, and this collaboration aims to accelerate the rollout of additional public chargers — addressing one of the biggest barriers to EV adoption: charging accessibility.
The move comes at a time when India is rapidly scaling up its electric mobility ecosystem across two-wheelers, passenger cars, and commercial fleets. By embedding EV chargers at fuel stations, the partnership is expected to enhance convenience for EV owners, support both urban and highway charging needs, and reduce “range anxiety” for consumers considering the transition to electric.
V-GREEN a Global Charging Station Development Company founded by Pham Nhat Vuong, the founder of VinFast — brings deep international experience in building large-scale charging networks. In its home market of Vietnam, V-GREEN operates approximately 150,000 charging ports and continues to expand into other Asian markets, including Indonesia and the Philippines.
For HPCL, the collaboration aligns with its broader energy transition strategy, diversifying beyond traditional fuels into cleaner energy solutions, including EV charging and renewable integration. Leveraging its nationwide retail footprint, HPCL can accelerate the deployment of EVCS while offering multi-energy services at its outlets.
