Odisha EV Policy 2.0 aims for 50% EV registrations by 2036

Odisha is advancing sustainable mobility through its new EV Policy 2.0. A recent high-level meeting, co-chaired by Principal Secretaries of the Commerce & Transport and Energy Departments, focused on advancing the state’s electric mobility transition. The key resolution from this session is to target at least 50% Battery Electric Vehicle (BEV) registrations for all new vehicles by 2036. This ambitious goal builds on the state’s progress, with EV registrations increasing from 1.16% in 2021 to 8.71% as of June 20, 2025.

To support this transition, Odisha is expanding its EV charging infrastructure. The state currently boasts over 550 Public Charging Stations (PCS), and the State Transport Authority (STA) has issued a Request for Proposal (RFP) to develop more charging stations in strategic locations.

The revised Odisha EV Policy 2021 will include several key elements:

  • CPO Incentivization: The state plans to offer incentives from its budget to empanelled Charge Point Operators (CPOs), allocated on a first-come, first-served basis.
  • Dedicated EV Fund: Discussions are underway to establish a dedicated fund for electric vehicles, potentially sourced from internal combustion engine (ICE) vehicle-related revenues.
  • Addressing Range Anxiety: To combat concerns about EV range, there will be an accelerated deployment of Public Charging Stations (PCS) in both urban and semi-urban regions.
  • Extended and Enhanced Incentives: The policy will extend the validity and enhance the incentives available for both electric vehicle buyers and Charge Point Operators (CPOs).
  • Holistic Growth Approach: A comprehensive strategy is being adopted to stimulate the entire EV ecosystem, focusing on both the supply side (manufacturing) and the demand side (consumer incentives).
  • Leveraging PM e-DRIVE Scheme: Odisha will actively leverage the central government’s PM e-DRIVE Scheme to provide financial assistance for EV adoption, having already submitted suggestions for its guidelines.

By 2036, Odisha aims for 50% of its vehicles to be electric or alternative-fueled, aligning with its Vision 2036.
