Proposed Delhi EV policy aims for 95% adoption by 2027

The newly proposed Delhi EV Policy 2.0 aims to have 95% of newly registered vehicles be electric by 2027. According to a statement released by the Delhi Transport Ministry, the strategy, which was examined by Transport Minister Pankaj Kumar Singh, provides a path to hasten the city’s shift to electric mobility and solidify its position as India’s leader in EV adoption.

Electric vehicles (EVs) will gradually replace all CNG autorickshaws, taxis, and light commercial vehicles under the new policy. The policy recommends complete switch to electric buses.

Under the new EV Policy, electric two-wheelers, three-wheelers, e-light commercial vehicles (e-LCVs), and e-trucks will be eligible for incentives under the policy. It also includes incentives for retrofitting and discarding internal combustion engine (ICE) vehicles in order to promote the transition to electric vehicles (EVs).

The government intends to improve EV charging infrastructure by having charging stations in new buildings and public areas and by installing more public charging stations. The Govt also intends to build fast-charging stations beside major routes, such as the Ring Road and Outer Ring Road. Capital subsidies will be given for private and semi-public charging stations.

Green levies, pollution cess, and aggregator license fees will be used to pay incentives through the establishment of a special State EV Fund. In order to assure compliance, the strategy also adopts more stringent regulatory measures and emphasizes fleet electrification for commercial transportation.

With ambitions to create jobs in EV sales, servicing, finance, and battery management, the strategy also places a strong emphasis on skill development and job creation. Training programs for EV drivers and mechanics will be developed in partnership with the Delhi Skill & Entrepreneurship University (DSEU).

It states that a Delhi Clean Mobility Centre (DCMC) will be set up to supervise the implementation of the policy, track developments, and spearhead the city’s shift to an all-electric transportation system.
