China issues first official L3 autonomous driving license plates to ARCFOX Alpha S

News, 24 December 2025

In a landmark move that pushes autonomous driving closer to everyday reality, China has officially issued the first dedicated Level-3 (L3) autonomous driving license plates to the ARCFOX Alpha S (L3 version), marking the first time a production model has been legalized for real-world use beyond limited testing.

On December 23, 2025, the Beijing Municipal Public Security Bureau Traffic Management Bureau granted three special license plates 京AA0001Z, 京AA0733Z and 京AA0880Z to ARCFOX Alpha S vehicles, allowing them to operate under defined conditions on public roads. This development represents a major shift from conditional testing to formal operating status for autonomous vehicles in China.

Just days earlier, on December 15, the Ministry of Industry and Information Technology (MIIT) gave product access approval for L3 autonomous driving functions on the ARCFOX Alpha S and another model, signaling government confidence in the technology. Within a week, Beijing authorities had completed the full approval and registration process a notably swift progression that underscores China’s commitment to advancing autonomous mobility.

This first batch of L3-licensed vehicles remains subject to specific operational limits. The autonomous system is designed for conditionally automated driving meaning it can control acceleration, braking, and steering under set conditions and speeds (up to approximately 80 km/h in certain areas), but a human driver must stay present and ready to intervene if required.

The issuance of these plates is a significant milestone in automotive intelligence, as manufacturers, regulators and technology developers work together to bring practical, legally compliant autonomous driving to the wider market. Analysts see this as the beginning of a broader rollout of L3 vehicles with other brands and regions likely to follow suit soon.

With legal road access granted and operational frameworks evolving rapidly, China is advancing from autonomous driving testing to real-world deployment, shaping the global future of intelligent mobility.
