Bihar aspires to become EV investment hub

Bihar can be a destination for electric vehicle (EV) investments, with Industry Minister Nitish Mishra highlighting the state’s strong potential for industrial growth.
Speaking at the inaugural Bihar Electric Vehicle Manufacturing Conclave in New Delhi , Mishra said Bihar’s strategic location gives it a natural edge in trade and logistics. “With close connectivity to Nepal and key northeastern states, Bihar is well-positioned as a gateway for regional commerce. Investors will gain from the Industrial Investment Promotion Package 2025, supported by single-window clearance and simplified processes,” he noted.
The conclave, organized by the Department of Industries in partnership with WRI India, saw participation from over 100 industry stakeholders, including EV manufacturers, auto component suppliers, charging infrastructure developers, battery recyclers, and fleet operators.

Additional Chief Secretary Mihir Kumar Singh emphasized Bihar’s demographic advantage, calling it the state with the youngest workforce in India, strengthened by skill development programs, a robust educational base, and targeted infrastructure initiatives.
Industry experts and stakeholders including Prashant Banerjee (SIAM), Koyal Kumar Mandal (CIFF), Neha Kumar (Climate Bonds Initiative), Pawan Mulukutla (WRI India), and Felipe A. Ramirez Buitrago (WRI Ross Center) shared insights on accelerating EV adoption and building sustainable mobility ecosystems.
Key Features of Bihar’s EV Policy
- Direct Subsidies for Buyers: Up to ₹20,000 on two-wheelers, ₹30,000 on three-wheelers, ₹1.5 lakh on four-wheelers, and ₹20 lakh on electric buses.
- Infrastructure Support: 25% capital subsidy for charging and battery-swapping stations, plus a 30% electricity rate subsidy for public charging stations for three years.
- Tax & Fee Waivers: 75% rebate on registration fees, full waiver on road tax during the policy period, and permit fee exemptions for commercial EVs.
With these incentives and reforms, Bihar is positioning itself as a key player in India’s fast-growing EV ecosystem, aiming to attract major investments and accelerate the shift to electric mobility.
